Amara is the tool and the community for this: https://amara.org/en/
They've got a platform so you can do it yourself, they can sell you
subtitling services, and it's also well set up so you can get volunteers
to crowdsource the subs.  That's how they do Ted talk subtitles: a
community of volunteers.

Jacqueline, I'd be happy to work with you on this. I've done some work
with Amara so I understand their platform.
