[Accessibility-testing] Report draft ready for review

Great work! I noticed a few errors:


Accessibly Testing Report (2019)

...right at the top


for new directions of accessibile work and accessibility research

...Before the heading about using alt text


"Paterns" and "envrionment"

Below the heading about pairing special updates with sounds


Technically the title should have a level 1 heading, but the other parts
should start at level 2. For example the contents, introduction, etc.
The headings need to  shift except for the first title heading.
